ChiToko is the het ship between Chihiro Fujisaki and Toko Fukawa from the Danganronpa fandom.

Chihiro Fujisaki is a relatively shy boy of the 78th class. His talent is the Ultimate Programmer. He gained his talent when he edited his dad's software program as a child. He was bullied by his classmates for being too feminine, appearance-wise, and the bullying only stopped when Chihiro began crossdressing to hide from the bullies. This caused his insecurities to get worse, and he developed a complex over being 'weak'. He was often shown to be uncomfortable as being referred to as a girl, and preferred to be referred to as a boy, but knew his classmates bullying would probably be 'Ten times worse than anything he'd endured in the past'. Contrary to this, none of his surviving classmates spoke ill of him after finding this out, though it may have just been out of respect for the dead. When Monokuma threatened to reveal Chihiro's gender, he preferred to ask one of the stronger boys, Mondo Owada, to train him, rather than to kill someone. He used the threat to motivate himself to get stronger, and ultimately, met his demise because of it.
Touko Fukawa is a shy girl in the 78th class, whose talent is the 'Ultimate Writing Prodigy'. She was, similarly to Chihiro, bullied as a child, though mostly in different ways and for entirely different reasons. Boys in her classes sometimes asked her out on dates as a dare, or to make fun of her. She was framed for theft and tied to a jungle gym with a gardening hose by her classmates. She was raised by two mothers who both slept with the same man, and her father. Both of her mothers wanted her dead, and mistreated her. She blames them for the creation of Genocider Syo, her alter. While it was Syo, rather than Touko who made the comment, Syo did call Chihiro 'hot' for crossdressing. Syo says that Touko and her share personalities in UDG, which implies that Touko felt the same.
Chihiro and Toko were classmates during the second known Mutual Killing Game. The closest thing to a notable interaction they've had was when Byakuya Togami framed Toko's alternate personality, Genocider Syo, for Chihiro's death. This was during the Chapter Two Trial, and it originally seemed like she may have been the culprit but was correctly declared innocent by Makoto Naegi because of multiple small inconsistencies with the rest of Syo's murders. Unfortunately, their canonical interactions in Danganrona: Trigger Happy Havoc were very limited as Chihiro died early on.
One of the reasons some people may ship it is because they would, in theory, get along very well since their personalities are similar. Touko is shy and introverted, as is Chihiro, albeit to a lesser extent. They also both hide major parts of themselves- Touko hides her DID and her alternate personality, Genocider Syo, and Chihiro hides his true gender. They both hide these parts of them for the majority of their lifetime, or, in Touko's case, likely all of her lifetime leading up to the killing game.

In the Danganronpa fandom, ChiToko is very much a rarepair. It is overshadowed by the many of the more popular ships for both characters included, namely Chimondo and Tokomaru. The reason for it not being a common ship is most likely the limited interactions both characters have, as Chihiro died very early on and wasn't seen interacting with Touko much. The majority of their fanfiction on Archive of Our Own is No Killing Game or Post-Game themed. There are also a few Hope's Peak Academy AU and Snow Day-based fanfictions.
