ChibiSetsu is the friendship between Chibiusa and Setsuna Meiou from the Sailor Moon fandom.

Canon

Growing up in Crystal Tokyo, Chibiusa is relentlessly bullied for being small and weak. She does not have any friends, and is very lonely. One day, she stumbles upon the Time Door in the Crystal Palace. There she meets Sailor Pluto, the lone guardian of time. Sailor Pluto is also lonely, although she is more reluctant to admit so. Upon first meeting Chibiusa, she recognizes her as Neo Queen Serenity's daughter. She says that she greatly resembles the queen, and believes Chibiusa will one day grow to be just like her mother.

Despite her parents wishes, Chibiusa continues to visit Sailor Pluto. Pluto takes a liking to her, and tries to do her best to cheer Chibiusa up. She teaches her the magical spell "Abracadabra", which Chibiusa later uses in the past to help make herself feel better. The two grow to be close, and Chibiusa tells Pluto that she is her only friend.

When Crystal Tokyo is attacked, Chibiusa runs to Pluto. She uses Luna-P to distract Pluto, then steals a space-time key from her. Sailor Pluto worries for Chibiusa while she is gone, and is relieved when she returns with Sailor Moon and the others. While Pluto is first ready to execute Sailor Moon and her allies, she is stopped when Chibiusa reveals they are her friends. This shows how much faith and trust she puts into Chibiusa.

Later, Chibiusa sees her father speaking with Pluto. When Pluto smiles fondly at him, Chibiusa is hurt; she used to believe that she was Pluto's only friend and the only one that could make her smile. Believing that she is no longer wanted, Chibiusa runs into time and space. Without her key, she gets lost and meets Wiseman. Pluto can tell that something has gone wrong, and worries for the missing Chibiusa. When Chibiusa later returns as Black Lady, Pluto leaves the Time Door unguarded for the first time. She arrives on Earth to face Black Lady and Wiseman, but is forced to use one of her forbidden powers when Prince Demande tries to make the two silver crystals touch.

Stopping time, she allows Sailor Moon the opportunity to grab the crystals and save the world. However, using this power is done at the sacrifice of her own life. When Black Lady awakens from frozen time, she sees Sailor Pluto dying. This breaks her out of Wiseman's spell, and allows her to finally awaken as a Sailor guardian. As Sailor Chibi Moon she runs towards Pluto, tears in her eyes, begging her to wake up so that she can see that they are both guardians together. However, Pluto has already passed.

Fanon

The relationship between Chibiusa and Sailor Pluto is well liked, although it is not very popular in the fan works sphere. This may be due to the fact that Chibiusa herself is a very divisive character, with many fans of the 90s anime strongly disliking her. While the fandom has warmed to her in recent years due to her portrayal in Crystal, there are still many who do not enjoy engaging in fan works about her.

Fans of ChibiSetsu like seeing Chibiusa have a strong female role model in her life, as she is rarely seen interacting with Neo Queen Serenity. Pluto stands in stark contrast to Usagi, the other important older girl in Chibiusa's life. Fans enjoy this difference, and like that Pluto was one of the only people Chibiusa could call a friend growing up.
