Council of Disney Villains is the friendship between Maleficent, Pete, Jafar, Hades, Captain Hook, Ursula, Oogie Boogie, Scar and Hector Barbossa from the Kingdom Hearts fandom.
Canon[]
After Maleficent is told of the existence of other worlds and the pure light power residing in seven maidens, she decides to form a group of equals who will help her to conquer these worlds. She intends to use the power and aid of the darkness, which allows them to control creatures known as the Heartless. By the time she obtains four of the Princesses of Heart, Maleficent's council had gained the members she seeks. These villains are Jafar, Hades, Captain Hook, Ursula, and Oogie Boogie. When the council aren't searching for the other princesses, they prey upon other villains or those who might easily fall to the darkness. Maleficent is shown to know about the dangers of the darkness and advises her allies to be careful when using it. If they aren't, the darkness could claim them the moment they fall to it, as they are drawing too much power from it. By the end of the first game of the series, each member of the Council was defeated by Sora and his allies.
Peg-Leg Pete is also a member of the council, but he doesn't appear in the first game. Pete was busy trying to turn powerful people, hero or villain, into Heartless which could serve the Council. He isn't aware of the fate of the Council until he meets Sora in Kingdom Hearts II. After Maleficent is revived, she regroups with Peter and they continue searching for those they can turn to darkness. While Pete goes out to find new villains to join or aid the Council, like Scar and Hector Barbossa, Maleficent tries to recruit it's original members back. She revives Oogie Boogie, thinking that he will aid her again, but he isn't interested. Maleficent chooses to cut ties with him. As for Ursula, Jafar, and Hades, they prefer to only cause trouble on their home worlds alone, rather than re-join Maleficent. Ursula, Jafar, Oogie, Scar, and Captain Barbossa are all defeated for good by Sora and friends. Hades also lost to them, but he survives due to his godly status. This leaves only Maleficent and Pete, who both wish to continue their mission.
When Maleficent and Pete learned about a certain black colored box and assumed that it might be on Mount Olympus, they turn to Hades. Who still didn't want to re-join the Council, from being in the middle of unleashing his long awaited attack upon Olympus. For old time sakes though, he gives them the location of Pandora's box, thinking that it was the black box they spoke of. After learning that it wasn't the box they were searching for and had no intention to stay and aid Hades in his chaotic attack, Maleficent and Pete left to continue their search on other worlds. Leaving Hades to be defeated in battle once again. Although Hector Barbossa was revived before the events of Kingdom Hearts III, the two didn't bother to recruit him back to their side.

One of the things that people love about Kingdom Hearts' Council of Disney Villains is that they are a canon group of Disney antagonists. Unlike the Princesses of Heart, however, all the members of the council are classic Disney characters that are villains. Although Riku, an original KH character, aided them for the promise of power and finding his missing friends, he generally isn't considered a member of the group. He is more like Maleficent's pawn she has the others play nice to, in order to maintain his loyalty to them.
It appears that the Council was possibly disbanded, with only Maleficent and Pete as two of its surviving members. The other villains were either defeated or simply chose to leave. There are fan theories that Maleficent and Pete seek to rebuild the Council with new villains, just as the Seven Hearts are the new Princesses of Heart.

- Half of the classic animated members of the Council have appeared in some of Disney's other known crossover medias together.
