Four Legends is the friendship between Mario, Sonic, Mega Man, and Pac-Man from the Super Smash Bros. fandom.
Canon[]
Within the Super Smash Bros. series, all four characters represent different companies: Mario is Nintendo's mascot, Sonic is SEGA's, Mega Man represents Capcom and Pac-Man represents Namco.
Super Smash Bros. for Wii U and 3DS[]
Mega Man and Pac-Man both make their debut in this game, finally allowing these four to meet.
Pac-Man's reveal trailer starts with a zoom on Mario's cap, the red creating a red line. It then shows Sonic and Mega Man, zooming in on Mega Man's helmet, the blue creating a blue line. The screen is slashed and suddenly, a yellow line appears, taking over the screen. The yellow line turns into a yellow circle, which opens its "mouth" as Pac-Man's trademark "wakka" noise is heard, signifying Pac-Man's turn to join Smash. The trailer shows off Pac-Man's moveset by having him fight Mario, then a team of Sonic and Mega Man. Close to the end, it shows him running away from the three, only for him to turn the tides against them by turning into his Final Smash self and chasing them instead.
The Event Match, "The FINAL Final Battle" has the player fight all four of them.

Super Smash Bros. Ultimate[]
Pac-Man's Classic Mode, "Ageless Classic" has him fight Mario (alongside Luigi and Donkey Kong) as his first opponent and Mega Man (alongside Little Mac and Snake) as his second opponent. Interestingly, Sonic is absent.
Behind the Scenes[]
In a post in the now-defunct Miiverse, Masahiro Sakurai acknowledges just how revolutionary it is to have four gaming icons fighting each other. He compares it to how unthinkable it was to have Mario fighting Pikachu at one point, let alone characters from other companies.

For many, having four gaming icons in one game is a dream come true. Many thus depict them as being inseparable.
People tend to headcanon Pac-Man as the oldest, due to being the first game released, Mario the second-oldest, Mega Man the third and Sonic being the youngest.
A number of jokes were spawned about their power-ups: Pac-Man eats cherries, Mario eats mushrooms, Mega Man drinks fuel and Sonic is forced to chew on a Chaos Emerald, since his love for Chili Dogs hasn't been established yet. Some have also drawn them as their cartoon selves, Mario and Sonic had their DiC cartoons, Pac-Man had his Hanna-Barbera cartoon and Mega Man was part of Captain N and received his own Ruby-Spears cartoon a bit later.
Some have also joked about Pac-Man already being familiar with the other three, he goes go-karting with Mario, was in Wreck-It Ralph with Sonic and has been playable alongside Mega Man in Street Fighter x Tekken, though that last one is something they'd both rather forget.
Though many are content with leaving the group at four, some include characters like Cloud Strife into the line-up, to further point out just how limitless the Smash crossovers are. After Ultimate, either Simon Belmont or Solid Snake also make occasional appearances.
