The Hunchback of Notre Dame (1996)[]

As a prominent figure in Paris, Frollo holds power over many aspects of the city. He personally calls Phoebus away from his duties fighting in the war so that he can return home and fight against the Romani people. Phoebus is shocked when he learns this, but Frollo explains that his last Captain of the Guard was a disappointment to him and had to be punished as such. He tells Phoebus that he anticipates that he will be a much better leader. He also tells Phoebus that he likes him, which seems to surprise Phoebus. When Frollo realizes that it is time for the Festival of Fools to begin, he invites Phoebus to accompany him.

At the Festival, both men watch on as Esmeralda performs her dance. Frollo tells Phoebus to "look at that disgusting display", to which Phoebus excitedly responds, "Yes sir!". Later, when Esmeralda tries to free Quasimodo from being mocked by the crowd, Frollo tells Phoebus to arrest her. He does not hesitate in sending his guards after Esmeralda, but looks on impressed as she runs away. Frollo, however, looks on with fear and anger.

Esmeralda manages to slip away from the Festival and hide inside the Notre Dame. Phoebus follows her, and tries to introduce himself. She is at first skeptical of him, but soon takes a liking to him. However, when Frollo storms in and declares that Phoebus has trapped her, Esmerelda's opinion on him again changes. Phoebus, trying to save Esmeralda's life, lies and tells Frollo that she has declared sanctuary. Frollo, unperturbed, tells Phoebus to drag Esmeralda outside the church instead. Thankfully the archdeacon intervenes, and both Phoebus and Frollo leave.

That night, Frollo reflects on his lustful thoughts for Esmeralda. The next morning, he appears exhausted. Phoebus asks if he is all right, and Frollo explains that he simply "had a little trouble with the fireplace". He then commands Phoebus and the other guards to ransack Paris in pursuit of Esmeralda. Phoebus does what he is told, until Frollo commands that he burn the miller's house to the ground. Phoebus refuses, telling Frollo that he was not "trained to murder innocents". Frollo replies that Phoebus was "trained to follow orders", and tells him that by defying him he is facing death. Phoebus tells Frollo it would be his "highest honour", and accepts his fate.

Thankfully, Esmeralda is nearby and causes a distraction to help Phoebus get away. He hops onto Frollo's horse, and rides away from the miller's home. Frollo commands the guards to shoot at Phoebus, but asks them not to shoot his horse. Eventually one of them hits Phoebus, and he falls into the Siene. They continue shooting, but Frollo tells them to save their arrows; he says that Phoebus can "rot in his watery grave".

Esmeralda manages to save Phoebus, and take him back to the Notre Dame for safe-keeping. She asks Quasimodo to hide him, which he must do when Frollo arrives with dinner. Phoebus, half-unconscious under Quasimodo's work bench, hears Frollo's plans for invading the Romani hideout. He convinces Quasimodo to come with him to warn the Romani and to stop Frollo's plan. However, unbeknownst to them, Frollo has set a trap and intends to simply follow Phoebus and Quasimodo to the hideout.

When he arrives, he is surprised to see Phoebus alive, but thanks him for leading him to the secret location. Frollo orders his guards to lock everyone up, including Phoebus, and bring them to watch Esmeralda's execution in the city square. Phoebus joins up with the Romani people to help fight back against Frollo and his persecution, and later watches as Frollo falls to his death.
