Canon[]
Season 1[]
Jim Gordon and Harvey Bullock are partners at the GCPD. For Jim’s first case, they have to investigate the murder of the Waynes. The two encounter who they believe is the murderer, Mario Pepper, and Harvey shoots Mario to defend Jim. When Jim ends up being kidnapped, Harvey goes after him, only to end up in the same situation. They’re released, but are told to kill an umbrella boy called Oswald, in return for their lives. Harvey pressures Jim into doing it, scared for them both, but Jim fakes Oswald’s death. Harvey starts to get along with Jim more, saying that Jim was just a ‘lighter shade of gray’ instead of a white knight. During the case of the ‘Balloon Man’, Harvey is in the position to kill the criminal, but Jim talks him out of it.
When a familiar criminal from Harvey’s past comes back, Jim is able to comfort him about the closed case and help him finally solve it. When it is revealed that Oswald is alive, Harvey gets mad at Jim, and threatens to kill him in order to save himself. He is forced away from his plan, but later has a change of heart and they go back to being friends. When Jim is kidnapped by Richard Sionis, Harvey goes to get help from the GCPD, but to his surprise, no one helps. Harvey starts yelling that Jim was a cop as well, and manages to get some cops to help. Jim thanks Harvey for doing this. When Jim is demoted and has to work with the staff in Arkham, Harvey bids him goodbye, but later sees him and kisses him. He is happy to be Jim’s partner again when he’s reinstated.
Season 2[]
Harvey goes back to civilian life for a bit, despite Jim protesting that they needed him. Though he doesn’t come back, he does help Jim with his cases. He finally decides to come back after a massacre, and to help his friend. When Bruce is kidnapped, the two, along with several other people, rescue him, and Harvey saves Jim from being stabbed. When Jim is sent to prison for a crime he didn’t commit, Harvey is sure of his innocence, and tries to work out who did it. He helps Jim break out of prison and return to Gotham safely. Jim is supportive of Harvey when he is promoted to acting captain.
Season 3[]
Harvey kept in contact with Jim, who was now a bounty hunter. He continuously helps Harvey with the Tetch case, and Harvey tries to help Jim break out of his trance. After suffering from a hallucination, Jim returns to the GCPD, much to Harvey’s happiness. They work together for several cases, and Harvey helps Jim take down the Court of Owls.
Season 4[]
Jim and Harvey keep working together. When Sofia Falcone comes back to Gotham, Harvey isn’t supportive of Jim’s relationship with her. Jim warns Harvey about a trap by new villain Professor Pyg but Harvey ignores him and ends up falling into the trap, killing several officers. Harvey refuses to face the cops that he got in the situation, and argues with Jim about it. The two get kidnapped by Pyg, and Jim manages to save Harvey from being killed. When Gotham is abandoned and starts to fall apart, Jim and Harvey stay behind to do what they can.
Season 5[]
Harvey acts as Jim’s subordinate and helps to keep command when Jim’s gone. After the attack on Haven, both Jim and Harvey were obsessed with who did it, and kept close to each other. When the civilians were blaming Jim for what was happening, Harvey defended his friend. Harvey becomes worried when he finds out that Jim was hypnotized, and gets him away. Harvey feels upset when he’s forced to kill a young woman, but Jim tells him that everyone lives with their actions, and that it would be okay. Harvey is the priest when Jim and Lee get married. He also congratulates Jim about the birth of his daughter with Barbara. Jim and Harvey fight together in the Battle for Gotham. Ten years later, Harvey is supportive of Jim, who is now the commissioner.
