In Unimatrix Zero, Tom enters the bridge where a box is on his seat. It's a new pip and Janeway promotes him back to his original rank of Lietenant. Harry points out that he didn't notice a box on his chair, when there is suddenly an alert from the sensors.
In Nightingale, Harry specifically asks to not send Tuvok or Chakotay on the mission with him, as it would no longer be his mission. His first real command. Janeway says that he's been in command before and Harry points out that it's only during night shift when someone can easily step in if things go wrong. He says that he's been an ensign for seven years and Janeway asks if this his way of asking for a promotion. Harry denies this as the circumstances on Voyager are different. However, if they were back home, he'd probably be a lieutenant by now. Janeway tells him to be back before they finish the repairs, and to take Seven, since he'll outrank her.
In Author, Author, Harry is on a call with his parents. They ask him if he's gotten a promotion and when he hasn't, his mother decides that she wants to write to Janeway asking why.

Harry never getting promoted is a running gag within the Voyager fandom, and the overall Star Trek fandom. As even Garrett Wang and other Voyager actors have kept the gag going. Some thought it would be funny to have Harry appear in Lower Decks still as an Ensign, just to keep the gag going. When it was revealed that the Picard finale was originally going to have Harry appear many were disappointed that he didn't. Especially since it was revealed that he was going to be a Captain in the episode. Although it did continue the fandom joke of Harry never getting promoted. Deciding that the real reason that Harry didn't appear wasn't because of budgetary reasons, but instead just to stop him from getting promoted. Although some were actively disappointed not to see this as even though the fandom jokes about it, many do believe that Harry deserves a promotion.
