As a little girl Barbara always looked up to her father and wanted to follow in his footsteps, of keeping Gotham safe. In some universes and medias, Jim doesn't always support the idea of his youngest child joining the police force, from the number of times his own life has been placed in danger and doesn't want the same for her. Babs understands this, but that doesn't stop her from trying to become a protector of Gotham. Even if it means going behind his back as Batgirl and Oracle.
When Babs was shot by Joker and lost the ability to walk, Jim blamed himself for not being able to save or protect her. From how he was in the room before Joker barged in to capture him, while his daughter bled on the floor for simply answering the door. Even though Barbara never blamed her father for what happened to her and was glad that he was able to be saved by Batman.

The Batman Beyond universe has Barbara following her father's footsteps by becoming Neo-Gotham's police commissioner. Both her office and home has a frame portrait of Jim, to honour his memory. In the Batman Beyond film, it revealed that Jim had helped Batgirl and Batman berry Joker's body after Tim killed him, along with him keeping their dark secret.
Gotham[]
Jim was aware that his ex was pregnant with his child, but sometime after his baby was born Gotham fell into chaos again. Along with the fact that mother and child were kidnapped by Nassya al Ghul. Keeping him from meeting his baby daughter, until he learned where they were being led and went to save them. Where he saw his baby being held by Nessya, before she had her mind controlled puppet take the baby to another room. Luckily Jim and Barbara were able to get their baby back and bring her to the safety of the police station. After the battle was won Jim got to hold his baby daughter for the first time, along with him learning that she was named: Barbara Lee Gordon. So she'll always remember the three people she can trust in the city.
As the years past, Jim got shared custody so little Barbara can spend time with both parents. Jim even set up a room for Babs to sleep in when she is staying with him and Lee. Little Barbara was shown to love her father as much as he loved her. When she got kidnapped by the man Jim believed to be brain dead, he raced to her rescue. Thanks to a mysterious figure from the shadows, Jim was able to save his daughter.

The web series has Jim being aware that his daughter is Batgirl and has turned from tech teacher to student at Super Hero High School. The commissioner is shown to be supportive of this and is proud of the good she is doing with her friends. Jim had also been revealed to be one of the school's teachers. He tried to get his daughter to sit upfront so she'll be close to his desk, but Babs would rather sit with her friends away from him. Out of advertisement of being a teacher's "little girl."

When Barbara was little she ran off to follow Batman on the dangerous streets of Gotham, before being found by her father. Her tearing eyes and the fact that Gotham is a dangerous place, Jim held his daughter in his arms as he vows to take her away from the crime filled city. Years later Jim and Babs move to Metropolis, despite Barbara being unhappy about the move. Even though she was able to settle into the new city and made friends who are heroes. With Jim being overprotective of his little girl, however, she was forced to keep her Batgirl identity and adventures a secret from him. Knowing that he wouldn't approve or would try to convince her to stop. The Batman (2006)[]

Due to dangers that comes with police work, Jim refused to let his daughter sigh up to the police academy and had her focus on gymnastics instead. Babs had tried to convince her father to let her follow in his footsteps, but Jim doesn't want her to place herself in danger. He also didn't approve of her friendship with Pamela Isley, knowing that she is a trouble maker and doesn't want Babs to be dragged down with her. Those gymnastic lessons Jim got Barbara to do, however, have helped her to become Batgirl.

Just as DC fans feel drawn to the bonds Bruce has formed with his wards and bio son, they are also drawn to the father-daughter bond between Barbara and Jim. From the police commissioner being of the reasons why Babs created Batgirl, in order to help the masked vigilantes her father supports. Most versions of Batgirl's origin story have her saving Jim from one of the Batman rogues.
