Despite some tense rivalries, The Joker, Edward Nygma (a.k.a. The Riddler), and Oswald Cobblepot (a.k.a. The Penguin), three of Batman's biggest enemies at Gotham City, often showed their care and appreciation with each other, as they occasionally work together as a team in the comics.

Joker and Penguin had never be the best of friends but they managed to get along well in the past and even worked together multiple times. Their goals are very different but when it comes to it, they can still overcome their differences and be evil side by side. That said, Penguin also sometimes looks like he's scared of the Joker, and as you all know, Joker really doesn't respect anyone (maybe except the Batman). Still, the comics brought its readers a few interesting team-ups, like the time when Joker and Penguin competed which of them was a better villain. In The Brave and The Bold #191, The top story on Channel 3 News: The Penguin hijacks the set with an announcement for Gotham's mayor and city council that we never hear. The top story gets topped because The Joker barges into the TV station and gasses The Penguin, causing him to keel over dead. Batman quickly investigates and meets The Joker, who denies the murder, pointing out that he never denies credit for his foul deeds. So Batman, impressed that The Joker is sincerely grieving for The Penguin, warily teams up with him to find the real killer. It's no surprise that The Penguin wasn't killed; it was a scheme for him to kidnap and ransom a cardinal from the Vatican who was visiting the city.

Riddler and Joker would seem to have things in common based only on title, however, as Tom King so well puts it, they both seem like gags, but a joke is about chaos, and a riddle has a definitive answer. The two have often teamed up, and Joker once saved Riddler from Hush in a battle that lost him his henchman (and almost his own life). In The War of Jokes and Riddles, the two divide Gotham’s most powerful villains in an attempt to be the one to beat Batman. Though the two are literally at war, what they have in common is their inability to be their core selves, and relying on each other as adversaries allows them to live up to their potential.

Batman (1966)[]

In the 1966 Batman TV series, Joker, Penguin, and the Riddler, as well as Catwoman, formed an evil organization known as the United Underworld, formed to take over the world, and to kill Batman and his partner Robin so they couldn't stop them. Their logo is of a giant octopus squeezing the world with it's tentacles around the words: "Today Gotham City. Tomorrow the world", adapted by the German Nazi propaganda song "Es zittern die morschen Knochen" ("The Decayed Bones Tremble") in which we have the lyrics, "For today Germany belongs to us and tomorrow the entire world". These lines have become infamous for warlords and conquest-obsessed villains and for the quote to even by misattributed to being said by Adolf Hitler.

In The Batman episode, Night and the City, Joker, Penguin, and the Riddler battle over control of Gotham City, until finally deciding to settle their differences by giving all of Gotham over to whoever is able to capture and discover the true identity of the Batman.

Joker, Penguin, and the Riddler are the main villains in the 2008 game, Lego Batman: The Videogame. The Riddler is after the city's savings in the Gotham Gold Reserves and is aided by Two-Face, Poison Ivy, Mr. Freeze and Clayface, The Penguin plans to seize control of Gotham using his remote-controlled penguin robots and is aided by Catwoman, Bane, Killer Croc, and Man-Bat, and The Joker intends to blow up the cathedral with explosives and spread his deadly laughing gas across Gotham and is aided by Harley Quinn, Scarecrow, Mad Hatter and Killer Moth.
