Chibiusa is the daughter of Neo Queen Serenity and King Endymion: the 30th Century versions of Usagi Tsukino and Mamoru Chiba. She is born when Usagi is 22 and Mamoru is 24. For the next 900 years, Chibiusa remains stunted as a young girl, while everyone else around her grows to their early twenties before their aging ceases. Because of this, Chibiusa is teased relentlessly by her peers. King Endymion cares deeply for his daughter, and tells her stories about Sailor Moon. When Crystal Tokyo is attacked and both of her parents are rendered incapacitated, Chibiusa steals a space-time key and escapes to the past.

She falls from the sky in Tokyo, accidentally kissing Mamoru on her way down. After threatening Usagi and demanding he give away the location of the legendary silver crystal, Chibiusa runs away. She brainwashes Usagi's family into letting her live with them, which greatly upsets Usagi. Some days later, Usagi tries to get information out of Chibiusa. Chibiusa panics and runs away, taking refuge in a nearby park. Luna stumbles upon her, and runs to Mamoru's place for help. Luna and Mamoru return to the park, and bring Chibiusa back to Mamoru's apartment. They clean her up, and Mamoru allows Chibiusa to sleep in his bed. When she awakens, Mamoru tries to cheer her up by showing her a Tuxedo Mask doll. This delights Chibiusa, and he lets her keep the doll.

The next day he brings Chibiusa back to the Tsukino household. Usagi is jealous that Chibiusa slept over at Mamoru's house. Mamoru tells Usagi that Chibiusa needs the help of Sailor Moon to save her parents; currently unaware that he is one of her parents. Chibiusa continues to spend time at Mamoru's house, as he feels a softness and sort of responsibility towards her care. Eventually, Mamoru, Chibusa, and the remaining Sailor Guardians travel to the 30th century to confront their enemies.

Upon reaching the 30th century, Mamoru and the others meet his older self, King Endymion. The King introduces himself as Chibiusa's father, and explains that he is astral projecting his form as his true body is incapacitated. He tells Chibiusa that he is unable to protect her in this form, so Tuxedo Mask vows to protect her instead.

Chibiusa, growing upset at the role she played in her parents being injured, runs away from Crystal Tokyo. She ends up getting lost in space and time, and is confronted by Wiseman. He offers her everything that she could ever want, and she joins him. Chibiusa becomes Black Lady, a grown-up version of herself. Tuxedo Mask, learning that Chibiusa has gone missing, sets out after her. Sailor Pluto warns him not to go, as he will be lost without a space-time key, but he heads out anyways. He eventually gets lost, too, and is picked up by Black Lady who hypnotizes him. She is glad to finally have him all to herself, and is later seen romantically kissing him in front of Sailor Moon.

Fanon

The relationship between Mamoru and Chibiusa can sometimes be a dividing one within the fandom. Fans typically enjoy the support and love that Mamoru has for Chibiusa, and believe him to be a good father. The issue comes from Chibiusa's side of the relationship, and the Electra Complex that she seems to hold for Mamoru. Fans are generally uncomfortable with the fact that Mamoru and Chibiusa have kissed each other on multiple occasions, and that Chibiusa as Black Lady desires a romantic relationship with Mamoru.
