Mommy Setsuna is the family ship between Hotaru Tomoe and Setsuna Meiou from the Sailor Moon fandom.

Setsuna and Hotaru are both members of the Outer Senshi. They are the last two sailor guardians to awaken, with Setsuna awakening as Sailor Pluto only a few days before Hotaru awakens as Sailor Saturn. Sailor Pluto joins forces with Sailor Neptune and Sailor Uranus. Believing that the only way to save the world is to stop Sailor Saturn from awakening, they plan to kill Hotaru. Sailor Moon tries to stop them, but they ignore her pleas.

Pluto joins the other two guardians at Mugenzu, where they discover that Hotaru's body has been over taken by Mistress 9. They work together to stop Mistress 9 and Pharaoh 90 from escaping and taking over the Earth.

After Sailor Saturn dies, she is reborn as an infant. Setsuna, Michiru, and Haruka agree to take the young Hotaru away from Tokyo and raise her.

90s Anime

Following Hotaru's rebirth as an infant, she is sent to live with her father, Souichi Tomoe. When Setsuna and the other guardians sense the reawakening of Queen Nehelenia, Setsuna journeys to find Souichi and Hotaru. She tells the professor that she has come for Hotaru, and Hotaru's face lights up at seeing Setsuna again. She takes Hotaru with her, and seeks out Sailor Neptune and Sailor Uranus. While engaging an enemy in battle, the infant Hotaru again awakens as Sailor Saturn and uses her powers to help the other Outer Senshi power up into their Super versions.

Fanon

Setsuna and Hotaru are a popular duo, commonly seen in both official art and fan art. Since HaruMichi are paired together due to their romantic relationship, Setsuna and Hotaru are paired together by ease of being the other two Outer Senshi. Setsuna and Hotaru are both often paired with Chibiusa Tsukino as well, as they are considered to be her two closest friends from the different periods of her life.

Due to the canonical romance between Haruka and Michiru, some fans like to pair Setsuna and Hotaru together as a romantic pair to help balance the Outer Senshi. However, this interpretation is considerably rarer, likely due to the large age gap between the two characters in their modern day incarnations. Most fans prefer to see Setsuna as a mother or an older sister figure for Hotaru rather than anything romantic.
