Prelude of Blancheur and Noirceur[]

Act 1: The City of Rains and Remembrance

Lumine meets Neuvillette for the first time in the Opera Epiclese, seated right next to him. It starts off with an awkward silence broken by none other than Neuvillette, who apologizes for making Lumine and Paimon feel awkward and offers to chat with them as well. Even though it's the first time they've met face-to-face, Neuvillette has heard about her deeds across Teyvat. Their meeting is interrupted by Lyney who came to greet Neuvillette, pleased to see the ludex show up to his performance. Lyney then introduces Neuvillette to Lumine and Paimon.

Later after Cowell is killed on stage and Lyney is accused of being his murder, Neuvillette asks Lumine if she'll be Lyney's attorney. She accepts the position.

Act 2: Lies Cast Shadows Under Gathered Lights

In the midst of the trial against Lyney, he is accused of being a part of the House of Hearth known as an intelligence gathering sector of the Fatui. Unsure of how to proceed Lumine asks Neuvillette for time to talk to Lyney, which he grants.

As Light Rain Falls Without Reason[]

Act 1: The Truth, Lost With the Rain

Lumine, Paimon and Navia visit the Chief Justice's office in their search for answers regarding the man behind the name "Vacher", who is a possible eyewitness to the serial disappearance case. Neuvillette welcomes them to search.

Act 2: When All Return to the Waters

Lumine and Paimon burst into court with the final key piece of evidence, causing Neuvillette to lament about another person breaking the rules of the court.

After Neuvillette subdues Childe, right as he activates his Foul Legacy, Lumine and Paimon run up to Neuvillette to ask him what happened. Neuvillette answers that he doesn't know either and suggests asking someone more knowledgeable than him, causing Lumine and Paimon to look in Furina's direction. Despite being flustered, Furina quickly gathers herself and assures everyone that she has everything under control. She makes her exit and Neuvillette points out that even she seems to not know why the Oratrice rendered an incorrect judgement. He reassures Paimon and Lumine that he will personally look into Childe's case to make sure justice was truly served.

On their way out of the Opera House, Paimon and Lumine run into Vacher. Neuvillette happens to walk into the lobby with the group as Marcel pleads with Lumine to tell him where she heard of the name "Vacher". He went out of his way to make sure that name was erased in any records. Lumine reveals she heard of his name from Vigneire and he begs her to tell him where she is. Marcel turns to Neuvillette and begs to see her before he goes to jail. After finding out this wish is worth more to Marcel than his own life, Nevuilette grants him his request and follows Lumine and the others to the Fountain of Lucine.

Later, Lumine and Paimon accompany Navia on her visit to her father's grace when they see Neuvillette there paying his respects. After they pay their own respects, Lumine and Paimon talk to Neuvillette. Lumine asks him a variety of questions, including information about her brother. Although he can't provide her the answer she seeks, he is more than happy to "return the favor" after she helped Fontaine solve "one of the greatest mysteries in Fontaine". He parts their conversation saying he "very much enjoyed conversing" with her.

To the Stars Shining in the Depths[]

Act 3: A Tea Party Most Thorny

Neuvillette invites Lumine and Paimon to his office in the Palais Mermonia. He has something he wishes to discuss with them but hesitates telling them exactly what. He opts to tell her after sharing the details of the situation at hand, so he recounts his meeting with Arlecchino. Lumine warns him to be wary of The Knave as she "won't be easy to deal with" to which Neuvillette thanks her for her "kind advice" and reassures her that he is aware. They go on to discuss the strange situation with Furina and how she acts weird whenever The Knave is involved. Neuvillette then brings up the topic of Childe, the reason he's called Lumine and Paimon to his office. Childe has disappeared under mysterious circumstances and while they cannot rule out an escape, there are no reports of him outside of Meropide. Since the Fortress employs special guards and has unique terrain making it impossible to escape, Neuvillette believes that there's more to Childe's disappearance. Because of Lumine's friendship with the Harbinger, Neuvillette believes she is the best choice to investigate the matter since "[her] eyes may discern relevant details there that others would miss." Not to mention Lumine's status as an outsider of Fontaine makes her the ideal person to infiltrate the autonomous Meropide. Neuvillette's plan is to arrange false charges against Lumine and Paimon so they can look for evidence pertaining to their friend's disappearance. Once the pair agree to the plan, Neuvillette assures them they'll be compensated fairly and offers them a cake on their way out.

Once Lumine and Paimon are ready to go to prison, they meet Neuvillette at the entrance of the Fortress of Meropide. He reassures them that the Fortress isn't as scary as it seems once they're down there and warns them before they part that while Wriothesley is quiet he is not unaware of what goes on in his territory.

Cataclysm's Quickening[]

Act 4: Calamitous Tread

Paimon and Lumine are their way to fetch Neuvillette to seal the sluice gate when they run into him. He asks them to protect Furina while he's gone.

As Arlecchino wraps up her conversation with Lumine and Paimon, Neuvillette makes his way back to the group. Once The Knave leaves, the trio exchanges information on what happened on their respective sides. However, Lumine has some questions for Neuvillette. She wonders if Neuvillette has any connections to the Hydro Archon but he doesn't give an answer. Paimon doesn't want to force him to answer so she lets him know they can talk about something else. Lumine then asks if he was able to protect those who needed defending and Neuvillette answers that he believes so. This causes him to think of the looming prophecy heading Fontaine's way and suddenly the weather changes to rain. Lumine puts together the sudden change in weather and the story of the Dragon of Water and concludes that Neuvillette is the Hydro Dragon Sovereign.

Neuvillette confirms to Lumine that he is the hydro dragon sovereign and asks the pair to keep it a secret. He goes on to explain that the basis of the Archon's Authority's foundation is made from the elemental dragons' power and due to not possessing his full dragonhood he unfortunately cannot use his current powers to solve Fontaine's crisis. He also reveals himself to be the reincarnation of the Hydro Dragon Sovereign, not the original one so his knowledge on the history of the Sovereigns is lacking. He welcomes Lumine and Paimon to discuss ancient history with him at a later date and bids them goodbye.

Masquerade of the Guilty[]

Act 5, Chapter 1: Deluge of Wrathful Waters

It's the end of their "prison sentence", so Lumine and Paimon make their way to check out of the Fortress. On their way they feel a tremor and ask Wriothesley about it, who reassures them everything is okay and the seal Neuvillette placed would hold. Paimon mentions they should go report to the Chief Justice now that they've finished their important mission.

They arrive at the Palais Mermonia to find it busy, so busy that Sedene stops them from trespassing before she stops herself when she remembered that Neuvillette said they'd "be welcome at any time". Once inside his office, the pair see Neuvillette is busy as well. He welcome them and asks them to wait a moment while he takes care of urgent matters, letting them know if they're thirsty they can ask the Melusine outside for drinks. When he's finished with his work he politely apologizes for having kept them waiting and starts their conversation by noting that today was the day they should be released from the Fortress.

Act 5, Chapter 2: Meeting Is Also Parting

While Navia collects herself, Neuvillette and Lumine pass the time discussing Sigewinne.

On December 17th 2023, Neuvillette sends Lumine 10 Spring of the First Dewdrops and a share of his specialty dish Consomme Purete. In his letter he talks about how during past birthdays he'd take time off to visit Merusea Village to visit the melusines. This year, he extends the invitation to Lumine. He notes that she's made herself aquatinted with many Melusines during her travels around Fontaine and thinks they'd be overjoyed to see her as well. He apologizes if he was intruding and says it was a sudden whim of his. The letter ends with him saying he's looking forward to seeing her.

After finding out that Neuvillette visited Qiaoying Village, Lumine and Paimon make their way to Fontaine to check up on him. He's surprised to see them and Lumine gives him a quick summary of what happened before they met up. In return, Neuvillette retells of his encounter with Wriothesley when he dropped off Clorinde's souvenir for the Duke. It seems that Neuvillette was enjoying his visit Qiaoying Village, as he did some water tasting and dabbled in ceramics while he was there. He enjoyed his time so much that he crafted a ladle in the shape of "some long-necked sea creature".

Despite not having any souvenir to gift Lumine, he offers her the ladle. Lumine feels guilty about keeping it but Neuvillette happy gives it to her since she expressed interest in it earlier, saying it's "amazing" and that "the color really suits him". He wishes her a happy Lantern Rite before Lumine passes on Furina's advice to see more of the human world. He's still reluctant due to his responsibilities but his interest in the human world is growing nonetheless.

Fans in general tend to enjoy this pairing due to the fact that both characters know intimate secrets of the other that a majority of the other characters don't know about. Lumine has correctly guessed that Neuvillette is the Hydro Dragon Sovereign and keeps this fact hidden due to his wishes. At the end of the archon quest Neuvillette learns from Lumine that she is a Descender, a fact known to a select few.

Lumine has also witnessed Neuvillette's past due to her "sensitivity to hydro", leaving her to be the only one alive who knows the exact details of his past. In response to learning she saw his past, Neuvillette's facial expression isn't one of anger rather his expression can been seen as soft. [1]

Majority of the times Neuvillette is shown smiling has been when Lumine is present.[2]

On many instances, fans will depict Neuvillette as being very protective of Lumine. The sentiment was brought by the fact that in most media, dragons are protective of their hordes of treasure, this situation depicts Lumine as Neuvillette's "treasure".

Despite later learning that Neuvillette isn't one for interacting outside of the courtroom, he went out of his way to make Lumine feel less awkward.

Paimon: Hey, Lumine... Maybe we should strike up a conversation with the person next to us? Since we're sitting together and the rest of the place is practically empty still, it's kinda awkward if we don't say anything.
Lumine: You're up, Paimon.
Lumine: Isn't that usually your job?
Paimon: You little... Of course you put this on Paimon...
Neuvillette: Excuse me, I did not realize you felt awkward. I am terribly sorry.
Neuvillette: I would be perfectly happy to chat with you if that's what you would like.

He has also heard about her deeds across Teyvat.

When Lumine and her friends barge into Neuvillette's office he's not mad and offers his help.

Paimon: Um... Sorry to barge in, Monsieur Neuvillette. We only lied to get in because we didn't know any other way...
Neuvillette: It's alright. Please let me know how I may be of assistance to you.

Act 2: When All Return to the Waters

After Neuvillette subdues Childe, Lumine runs to him for answers.

Neuvillette: However, please be assured that I will continue to investigate this case in a personal capacity. Just as I promised, if the judgment has been incorrect, we will do our utmost to clear his name.

While his involvement is due to his own curiosity regarding the incorrect ruling, the fact that he's willing to burden himself to find out what happened to Childe's verdict is something that would likely touch Lumine.

Interestingly enough if the player opts to talk to Neuvillette again, Paimon asks him about his powers. He answers nonchalantly that he is the Chief Justice.

Paimon: Oh! Monsieur Neuvillette, that power you showed when you took him down... Who are you, really?
Neuvillette: Hm? I am the Chief Justice of Fontaine, of course.

With this interaction fans can see that Neuvillette is the type to give as little information away as possible when it comes to his true identity. Lumine is the same in regards to hiding her true identity as well, choosing to conceal the fact that she was in Khaenri'ah before and during the cataclysm from even Paimon her closest friend.

At the end of their conversation at Callas' grave, Neuvillette lets Lumine know that he enjoyed their conversation.

Neuvillette: Very well. It was my honor to provide you with what answers I could. I very much enjoyed conversing with you.
Neuvillette: It will soon be time for me to leave this blissful tranquility behind, and return to Palais Mermonia.

It can be interpreted that his enjoyment probably came from the fact that Neuvillette may have not had many others with to discuss in-depth topics such as these. Lumine, with her experience as an adventurer and visitor from another world, might have been the first person in a while who he could deliberate these questions to. One might see it as them having their own little world in which they can ponder on secrets of Teyvat together, and ultimately get to the answers Neuvillette seeks for himself.

As for "blissful tranquility", one interpretation is that Neuvillette is referring to his free time spent in Lumine's presence.

When Neuvillette wants Lumine's help investigating Childe's case, he approaches her with her consent in mind.

Neuvillette: Yes... I did send someone to fetch you. But as for what I'd like to discuss next... Well, I still have some reservations...
Paimon: Given that we've already made the trip here, you should just tell us! Bet you need us to help you with something, right?
Neuvillette: I do indeed have something I'd like to ask you to do, However... you should wait until after I tell you the details, then decide for yourselves whether you'd like to help or not.

He gives her the option of whether or not she wants to involve herself further and doesn't automatically assume she'd agree to help. This is in contrast to previous times when characters would proceed with the mindset that Lumine would obviously help them with their nation's problems.

Neuvillette is also grateful to Lumine for helping out the nation he's grown to love over the centuries.

Neuvillette: You two have my sincere thanks. This matter is of critical importance to Fontaine's current situation.

His options for a third party to investigate Childe's disappearance were limited as he notes and respects the Fortress of Meropide's autonomy. Despite this, he still respected Lumine's choice on whether to involve herself further even if it meant having no other option.

Cataclysm's Quickening[]

Neuvillette trusts Lumine enough to protect Furina while he's gone and is grateful, again, for her stepping up to protect something he cares about. Not to mention Lumine trusted him enough to have him explain everything later.

Neuvillette: Lumine, I need you to head to the opera house immediately.
Neuvillette: Furina will soon be meeting with The Knave there. You must protect Furina and make sure she doesn't spend too much time alone with her.
Lumine: Okay, you can explain everything else to me later.
Neuvillette: Will do. You have my sincerest gratitude.

It's during their exchange of information that Lumine correctly guesses that Neuvillette is the Hydro Dragon Sovereign, becoming one of the few people who knows his true identity.

It should be noted that when Paimon directly asks Neuvillette if he's the Hydro Archon, he doesn't deny it (despite his not-so friendly feelings towards the Archon's in his voicelines).

Paimon: Whoa, it can't be that you're the real Hydro Archon, right? But that's just a speculation on our part, though...
Neuvillette: ...

But with Lumine, she sees that they're prying too close to his secret so she opts to rephrase the question.

Lumine: What did you sense in the Fortress of Meropide?
Lumine: Did you manage to protect those that needed to be defended?

It can be interpreted that Lumine chose to ask a different question because she sensed that it was something that he wasn't comfortable talking about yet and chose not to push him despite the rising urgency of the situation. Regardless, Neuvillette felt comfortable enough to answer her question.

Many fans like to view the letter as Neuvillette inviting Lumine as a date to accompany him on his visit to the Melusines, as they (and the majority of the fandom) view them as his pseudo-daughters. Since the Melusines are special to him, fans see Neuvillette's invitation to join his visit as a sign Lumine is important to him as well.

It's an interesting coincidence that Lumine meets up with Neuvillette at the same location that they left off at at the end of the Fontaine Archon Quest. When looking at the dialogue for this quest, it should noted that Lumine is starting to voice her thoughts more when talking to Neuvillette instead of relying on Paimon to speak for her.

The shared secret aspect of their relationship is further deepened when he alludes to his long lifespan in passing conversation.

Neuvillette: I am hardly bereft of time, however, so working late is of little consequence to me.
Paimon: Really? If you have so much time on your hands, then why did you only go to Qiaoying Village for half a day?
Neuvillette: Hmm...?
Neuvillette: First, I should clarify that I was referring to my lifespan rather than the time at my disposal on any given day.

Compared to the Archon Quest, Neuvillette was rather tight-lipped about his true identity. Now it seem Neuvillette feels so comfortable around Lumine that he's willing to openly allude to his long lifespan, something he hasn't been shown to do in front of others.

Neuvillette also continues to excitedly talk to Lumine about his interests and hobbies, a side of him seemly reserved for her.

Paimon: So that's what you were doing in Qiaoying Village!
Neuvillette: Indeed. Of course, while I was there, I also took the opportunity to taste the local spring water.
Neuvillette: The aftertaste is much purer than what I have delivered to me in Fontaine. It stands to reason that the long-distance transport has a tendency to imbue the water with extraneous emotion...
Neuvillette: If you want to experience the true flavor, you simply have to go the source... Perhaps I should organize some time off to do the same elsewhere.

Neuvillette: Seeing as I was free of responsibilities for the morning, I decided to depart at once.
Lumine: And how was it?
Neuvillette: Refreshing. My spontaneous outing seemed to inspire quite a few other spontaneous decisions as well.
Neuvillette: Take, for example, my foray into ceramics. At first, soil from the ground is granular and unforgiving, but add the right amount of water, and it becomes soft, moldable, and able to take shape.
Neuvillette: In the past, I never thought about how quotidian vessels were crafted. But now, I have participated in their very making.

Similar to Neuvillette's tangent about the different flavors of water in his story quest, Neuvillette showed Lumine a side of him that not many others get to see. Neuvillette is stated in his character story to "have no selfish desires of his own", so his tangents about his hobbies come across as him letting his guard down whenever he's around Lumine.

Lumine: Oh wow. What a big... ladle?
Paimon: That's a ladle? Paimon thought it was supposed to be some long-necked sea creature!
Neuvillette: That was indeed one of my inspirations.
Lumine: It's amazing.
Lumine: The color also really matches your style.
Neuvillette: Really? You like it?

As seen in the previous lines, this is Neuvillette's first venture in crafting and Lumine's genuine reaction to his handicraft clearly makes Neuvillette happy. Not to mention in the EN voice Neuvillette sounds extra soft and happy when he asks her.

In fact he's so happy that he's willing to gift her his first work of art, a symbol of his first outing in the human world indulging in a new hobby.

Neuvillette: But I'm afraid, this is all I can offer, if you'll have it, that is.
Lumine: Can I really keep this?
Lumine: You made it by hand and everything...
Neuvillette: That is precisely why it would do me such a great honor if you accepted.
Lumine: Then I accept.
Lumine: Thank you!
Neuvillette: You are most welcome. Happy Lantern Rite.

Even Lumine sees how important a gift this ladle is. Despite this Neuvillettes is graciously willing to part with this memento.

Before parting ways, Lumine passes on Furina's advice to him.

Neuvillette: Hmm, approve a leave of absence request for myself...
Neuvillette: That sounds like it could easily lead to a vicious cycle of self-indulgence, something which couldn't be in further violation of protocol.
Neuvillette: But... I suppose I understand her point.

This isn't the first time he's been encouraged to get out more. At the end of Neuvillette's story quest, Furina encourages him to get out more and mingle with the people. It seems like despite her friendly encouragement, he hasn't been doing it since Furina asks Lumine to get Neuvillette to go out more. Furina understands that Neuvillette will listen to Lumine, which is why she thinks hearing it from the traveler herself will cause him to heed her advice.

Lumine: I have a certain charm about me.
Lumine: I'm good with people.
Furina: Well, that's certainly true!
Furina: Oh, that reminds me. If you get the chance, you should try and talk Neuvillette into loosening up a bit.

Which isn't untrue considering in Neuvillette's voice lines about the Archons, he backs down a bit when Lumine corrects his misgivings about them.

Not to mention the difference in Neuvillette's response to being told to leave his office more often is vastly different to the one he had at the end of his story quest.

Neuvillette: That sounds like it could easily lead to a vicious cycle of self-indulgence, something which couldn't be in further violation of protocol.
Neuvillette: But... I suppose I understand her point.

It's very important to remember that Neuvillette's new outlook on integrating with humans comes from his various experiences with everyone in Fontaine and he is the one who ultimately decides to mingle with them, but shippers enjoy the fact that this view has become more apparent to himself ever since Lumine became a part of his life.

Neuvillette: My proclivity to refrain from personal outings does, in part, originate from a sense of responsibility toward my duties. But it is also due to a lack of desire to engage in the human world.
Neuvillette: But now I see that the human world is indeed full of many interesting places to discover.
Lumine: I could have told you that.

If the player talks to him again he gives Lumine an even more heartfelt well wish for the new year.

Neuvillette: In the spirit of the season, then, I wish you a year of success as vast and endless as the open ocean.

In a role-reversal from his story quest where Lumine comforts Neuvillette as he struggled with his emotions after hearing the truth about Vautrin, here Neuvillette is the one to comfort and, more importantly, encourage Lumine whose powers and brother were unjustly taken away from her. Neuvillette ends with a promise that no matter where she goes, he'll be waiting for her.

Neuvillette: Greetings. I am the Chief Justice, or "Iudex" of Fontaine, but you may simply address me by using my surname, "Neuvillette." Not because I wish to keep my distance from you... No, I am merely conscious that being overly familiar may bring the impartiality of the judiciary into question in some people's eyes. If you have any requests or concerns, then — to the extent permissible by law, at least — we can sit down and discuss them together as we partake of some imported water from Qiaoying Village.

Despite Neuvillette attempting to create distance from Lumine, he invites her to partake in a hobby of his. If he wanted to keep their relationship cordial and prevent others from seeing their relationship as familiar, choosing something as intimate as something you do to have fun or to relax can send mix signals.

Neuvillette: Good night. I am quite fond of the image of a perfectly still body of water, and it is on this note that I would like to wish you a peaceful, undisturbed sleep. May no waves of emotional distress ripple through your dreams tonight.

All his previous lines of wishing her good morning or good afternoon are rather simple. However his good night is rather extra compared to the other ones.

Neuvillette: Since you hail from beyond the stars, I invite you to be my witness as I judge this upended world. "This realm dismantled was of the Formidable Father himself, but what now reigns here is a cluster of filthy feathers. Though we live in a world of disarray, I shall undertake to restore all that has been broken."

Neuvillette wants Lumine to see him right the wrongs of the Usurper. Perhaps one could view it as him asking her to stick around until that time comes or one could view it as him wishing for her to intimately see what justice looks like to him.

About Us: The Human World[]

Neuvillette: The time that I have spent living among the citizens of Fontaine, and traveling with you, has transformed my views. Besides this, I pardoned the sins of humanity long ago, so I can promise you that my future judgments will not cause any harm to the common folk. Nevertheless, my grievances with the usurpers have yet to be settled... They owe a debt of blood that shall not be forgotten.

Neuvillette confirms that spending time with Lumine has helped him to see how much he's grown with her help and the help of the people of Fontaine. This epiphany is huge considering he had trouble understanding himself at the start of the archon quest.

About the Anemo Archon/About the Electro Archon[]

Neuvillette: I shall fulfill my vow to judge all of The Seven in turn, even if the sky should fall and the ground give way. As the recipient of the Authority of Anemo, the God of Breeze and Hope must also stand trial. ...Hmm? He spends most of his time being a harmless drunkard, you say? Well, even so, I must meet him for myself and proceed from there.
Neuvillette: As a survivor of the dragon race who has regained my full dragonhood, I must fulfill my oath and obligations even if it means returning all the water in the oceans back to the heavens. In taking the Authority of Electro, the Narukami placed herself on the list of the usurpers. Oh, so she has isolated herself in the Plane of Euthymia, and now rarely appears in public? Then I shall pay her a visit in another few centuries.

The way Neuvillette suddenly softens his stance towards the Archons implies Lumine interrupted him and painted a more sympathetic picture of her friends. He accepted her perspective of them without question which implies he trusts her judgement.

Neuvillette: I usually do my best to avoid forming personal relationships, or even collaborating with others outside of established procedures. But you have shown yourself to be trustworthy, and you have no problematic entanglements with Fontaine's local factions. Therefore, I would be pleased to journey with you.

In Neuvillette's Character Story 1 it's mentioned that he isn't known for having personal desires. Him choosing to form a personal relationship with Lumine and traveling with her shows that he's bending his long held rule of avoiding "collaborating with others outside of established procedures".

More About Neuvillette: II[]

Neuvillette: This is something that I can only say in private — I could never publicly share my views on this matter: It positively baffles me that Fonta has managed to become such a popular drink. Though, I suppose its appeal to humans is not beyond comprehension. One can both rehydrate and replenish blood sugar in one gulp, and at an exceptionally cheap price.

An example of him sharing a secret with Lumine that he either can't or won't share with others. Despite this being a small act, it's one of many that showcases he's open with Lumine and lets her in on his secrets.

Feelings About Ascension: Conclusion[]

Neuvillette: Now that I have reclaimed one of the Seven Authorities from the hands of the usurpers, I have regained my true form. I am now a fully fledged dragon, powerful enough to judge the rest of the gods. My final destiny is to judge the Usurper-King in the heavens above. But until that time comes, I will lend my power to you.

Neuvillette retains the memories of his past incarnation, as seen in A Fontainian Nursery Rhyme, so there's a high likelihood that he remembers the moment his power was taken by the Usurper. Despite having a history of his power being taken away, he's still willing to trust Lumine with his powers to help her enact her "justice".
