Izuru and Kokichi have never met or interacted with each other in canon. However, they do interact with each other a few times in Ultimate Talent Development Plan.
During the summer sports festival, all the events that Kokichi was in had ended early, and so he decides to walk around to kill some time. He then notices someone with a weird silhouette, and encounters Izuru. Kokichi says that he's so lucky to meet him, and Izuru asks if he knows who he is. Kokichi answers that he doesn't, but mentions that there have been rumors of a long-haired individual walking around the school. Kokichi then asks Izuru who he is, having never seen anyone with a silhouette that stands out like his. Izuru answers that he is "nobody," and that he is just staying at the academy without any will or purpose. Kokichi asks if he ever did once have a will or purpose, to which Izuru answers that he was once known as the "Ultimate Hope." Kokichi begs Izuru to tell him more, but he refuses. He continues to harass Izuru, until he runs away.
During the winter, Izuru is invited by his classmates to a Christmas party. However, he decides not to go, and instead leaves the academy. While on his way out, he runs into Kokichi, who asks him about about the party. Izuru then asks Kokichi if he really thinks that he is the kind of person who would enjoy something like that. Kokichi answers that he doesn't, and that he would know because he "loves him so much." Izuru then tells Kokichi that he has no intention of socializing with him either, and excuses himself. But Kokichi stops him, and says that they should talk more now that they have the chance. He then asks Izuru what his plans are after graduation, and if he intends to use his amazing talents to accomplish things all over the world. Izuru answers by proposing the same question he had asked Kokichi moments ago. Seeing that he has no plans, Kokichi asks Izuru if he would like to become his subordinate, and guarantees that his evil secret organization will be interesting. Izuru appears to be slightly intrigued by Kokichi's offer, but he ultimately turns it down, believing that he would still find it boring. This upsets Kokichi, who continues to pester him.

The ship seemed to have mainly sailed due to the interactions between the two characters in Ultimate Talent Development Plan. Fans loved how Kokichi was able to somewhat breakthrough Izuru's cold and emotionless exterior by pestering him to the point of making him run away in annoyance. Another reason for the ship may be due to how both characters are known for their strong dislike of boredom, which is seemingly their motivation for causing trouble and chaos in the first place. Thus, some fans believe if the two were to get together, they would keep each other entertained.
The ship is a very rare pairing, and only a handful of fan content has been created for it. Unsurprisingly, it loses in popularity to several rival ships for both characters, including Kamukoma, Kamunami, Oumami, Oumota, Saiouma and others.
