Outer Senshi is the friendship between Haruka Tenou, Michiru Kaiou, Setsuna Meiou, and Hotaru Tomoe from the Sailor Moon fandom.
Canon[]
The Outer Senshi are in charge of protecting the galaxy from external threats, due to their further placement in the solar system. Sailor Pluto is the first of the Outer Senshi to be introduced, during the second arc, however she sacrifices herself to save Crystal Tokyo. The other three guardians are introduced during the third arc of the manga, when they must help the Inner Senshi to defeat the Death Busters.
Michiru and Haruka are high school students, and dating each other. Hotaru is a junior high student, attending the same school. Michiru and Haruka keep a close eye on Hotaru, knowing that she is secretly Sailor Saturn. They consider destroying her, to stop Sailor Saturn from reawakening and causing the destruction of everything.
Setsuna is introduced as a college student, the reincarnation of Sailor Pluto. While she initially does not know that she is a guardian, she awakens to her powers and her past after being attacked by the Death Busters. She then joins up with Sailor Uranus and Sailor Neptune to help them gather the talismans. All four guardians come together to help defeat the Death Busters, but Hotaru sacrifices herself to help their team win.
Hotaru is quickly reborn as an infant. Haruka, Michiru, and Setsuna become her adoptive parents. As Hotaru grows, she begins to refer to the three older guardians as her "Mama" and "Papa". They seem to care very deeply about her, with Setsuna being impressed by how fast she grows and how much she knows. When she is old enough, Hotaru once again awakens as Sailor Saturn. The four become guardians again, working alongside the Inner Senshi to continue to save the galaxy from danger.
Fanon[]
Fans greatly enjoy the relationship between the four outer guardians. Some see them as a family ship rather than as a friendship, especially with the three older guardians adopting baby Hotaru and raising her. This family idea is most often supported by HaruMichi or SetsuHaruMichi shippers. These shippers enjoy the idea of two or all of the older guardians being in a romantic relationship with each other, with Hotaru as their daughter. These fanworks generally revolve around fluff and domesticity.
There are currently over 50 works for this pairing on AO3. It is a less popular dynamic than its counterpart, Inner Senshi, likely due to the lack of screen time in comparison.
