PaperHeart is the het ship between Dr. Flug and Miss Heed from the Villainous fandom.

Past[]
Being classmates during school times, Dr. Flug and Heed were once good friends, as shown in images from his flashbacks, and reinforced by her calling him "Kenny" during a private moment or "Fluggy". Their friendship, however, was seemingly not valued enough, as she stole part of his work in order to fulfil her goals of becoming a heroine and win Goldheart's love - something that left the doctor hurting, and fueled his rage once they were reunited. Despite this, she's hinted to have a bit of an attraction towards him, as she insisted on kissing him on the lips (instead of his cheek like he offered) when she refused to do so for any other of her brainwashed minions.
The Heedeous Heart[]
In the episode, Dr. Flug flies to Atreno City with Demencia, 5.0.5 and their client Ghoul, whom unbeknownst to them, was under Heed's control the entire time. After arriving, she ambushes his team and manages to entrance him with her perfume and commands her followers chase Demencia and 5.0.5. while Flug carries her back to her base.
Once inside, the heroine sends an affectionate message to the masses of adoring fans, but scowls after turning off her camera. After checking in on Flug about the status of the perfected formula, Heed remarks on how great of an idea it was to use him as an asset, which momentarily snaps him out of her control. She quickly blows another chemical kiss into his face, which brings him back under her thumb. Later on, she monologues about her plan to become the most beloved and therefore, the best superheroine on the world, and hopes that Goldheart, Flug's arch nemesis, will finally love her. However, she fails to notice Flug himself overhearing her, and getting his heart broken. Once she notices the doctor's presence, she panics, but is reassured by his flattery - not realising that he's finally free from her control.
Some time later, Heed again goes to Flug to ask about the formula, to which he replies it's complete. She ecstatically tells him he is her favorite follower, and offers him a kiss as a reward; Flug awkwardly offers his cheek, but she instead lifts his paper bag and kisses him on the lips. Then, she is alerted by her cellphone's notifications, and witnesses her fanbase coming crashing down; Demencia had broadcasted the whole thing, as part of Flug's plan to release the people from her control. Enraged with his betrayal, the influencer pushes the lovestruck Flug off the catwalk they were standing on, but Demencia manages to catch him - and drops Heed instead, straight into the vats of perfume below. Defeated, she crawls out of the tank of chemicals and is confronted by the mob, now immune to her trick, and throws a tantrum in order to get them on her side, to no avail.
Flug later visits her in prison, where she has clearly snapped: she scribbles on a wall and keeps begging for the praise of a non-existent audience. Once she sees him, she hopefully crawls towards the door and begs for his help - even affectionately calling him Kenny. She insists he's the only one that can help her, to which he replies he'll help in exchange for information on Goldheart's plans. Heed instantly reveals to him that Goldheart is planning to put an end to villainy once and for all, with his followers doing it for him. She adds up that he would go after Flug after everything he did to her, and hopes he would come rescue her as well. After getting the intel, Flug thanks her and wishes her well; walking off while Miss Heed breaks down and desperately begs for him to love her. The doctor, seemingly hurt, turns back and tells her that first she needs to love herself. He bids her farewell using her true name, Cecilia, which she promptly rejects, and then cries for affection echo throughout the prison complex.

PaperHeart is a less popular ship in the Villainous fandom unlike LizardHat or PaperHat, mostly due to the lack of screen time and chemistry between Flug and Heed. Despite this, the fans believe that it's a good example of the "enemies to lovers" trope, but subverted, due to the heavy implication that they used to be an item prior to the series.
It is heavily hinted that she and Dr. Flug were in an unofficial relationship (two were dating but weren't in a committed romantic relationship) before she stole his research and dumped him to chase after Goldheart. The best way to describe the relationship between Miss Heed and Dr. Flug is what in psychology is called a "security blanket relationship", as she sees him as the "back-up guy" should she fail to win Goldheart's heart or anyone else's love.
On AO3, almost 30 works about the couple have been written.
