PenBur is the het ship between Penny Forrester and Wilbur Robinson from the Bolt and Meet the Robinsons fandoms.

Canon

Although Penny and Wilbur come from Disney films released just a year apart, the two characters have never interacted in canon. However, they do appear together in the group photo featured at the end of Disney’s short film Once Upon a Studio.

Both characters are 13 years old and serve as key figures in their respective stories, even if the narrative spotlight is technically on another character (Lewis in Meet the Robinsons and Bolt in Bolt). They also both don't have canon love interests.

Fanon

Wilbur and Penny were both part of a fan-made group called the Futuristic Four, along with Hiro Hamada from Big Hero 6 and Violet Parr from The Incredibles. This group is most often regarded as a younger, more modern version of Rise of the Brave Tangled Dragons. Although the most popular ships are typically Willet and Penniro, that doesn't mean other pairings within these characters are unpopular. It also isn't uncommon for shippers to see the four of them as being in a polyamorous relationship. Through the years, fans have made many manips, fan-made comics — along with comic fandubs — and fanart of all four of them together. The tag for their friendship on Archive of Our Own is the first most tagged relationship for Wilbur, while it's the third for Penny.

They are also occasionally integrated in another fan-made group called the Hope Kids, of which the original line-up is Hiro Hamada from Big Hero 6, Miguel Rivera from Coco, Mei Lee from Turning Red and Riley Andersen from Inside Out. When they are part of the group, they are typically also accompanied by Audrey from The Lorax and Violet Parr from The Incredibles.

PenBur is the third romantic pairing involving Penny with the most fanfictions on Archive of Our Own. Wilbur is also the third character not from Bolt that's most commonly featured in fanfictions involving Penny on the site, while Penny is also the third character not from Meet The Robinsons that's most commonly featured in fanfictions involving Wilbur. Many works involve Wilbur calling Penny by the nickname "Peanut" affectionately.

Oftentimes, they are written in alternative universes. Among most popular AU's written about them is the superhero AU. Typically, Wilbur will be written to use his time machine and other futuristic gadgets, while Penny will have spy-like abilities. Other common alternative universes include band AU's and high school AU's.

On YouTube, many fans have edited them together through the years. However, the ship seems to have hit its peak around 2015-2016, only getting very few video edits since then.
