Rover and Carlotta first meet during the If On a Rainy Night a Family quest storyline. Their meeting takes place at the "Rendezvous" location, after Rover responds to an invitation from Capollo Montelli, Carlotta's uncle. Carlotta then intervenes during a tense conversation between Rover and Capollo, giving Rover a warning and revealing details about Benett's death. This meeting marks the beginning of their working relationship to uncover the truth about the Montelli family's internal struggles.

Aside from Carlotta's companion quest, Rover and Carlotta have other notable interactions throughout the game's storyline. During the Carnevale they spent time together in that event. After Carlotta's companion quest, you can meet her at the cafe around 15:00. Carlotta even invites Rover to dine with her at one point.
