Life is Strange: Double Exposure[]
There's no specific day that they met as Max vaguely wrote in her journal on September 20th that its been about a month since they met which implies they met late August.
Max met Safi at her first day of Caledon University while sitting in Yasmin Fayyad's office, taking Max to go get ice cream. At the moment when the game is set (which is December), they've known each other for about 3-4 months.
Chapter One: Still Life[]

Safi and Max are seen entering an abandoned bowling alley for Max to take photos in. They start looking around, and while Max takes photos, Safi jokes around with her while she does so. As Max starts to take more photos, she explains to Safi what her process is and why she takes pictures of abandoned buildings. As they explore, they discover a Nebula Mobile overhead and Max tries to get the best shot of it (with Safi's help).
After she takes her shot, she gets down with the ladder Safi propped up for her and they both look at Max's photos. While doing so, Safi notices the Nebula Mobile was about to fall and got herself and Max out of the way. They joke about the almost accident and decide to go to The Snapping Turtle.

Max daydreams with audible flashbacks from Arcadia Bay and Chloe and Safi notices this. She realizes Max had been looking at Amanda, one of the bartenders, and smiles about it. When Amanda comes over with the girls' drinks and flirts with Max, Safi takes a vodka shot in response to Max and Amanda's conversation and Max's almost-clueless responses. Safi then asks if it's about Chloe/the blue-haired girl whos picture she keeps in her wallet. Max then has an opportunity to open about Chloe and Arcadia Bay vaguely. Safi will then ask about Amanda and encourages Max to talk to her (romantically or friendly).
Before talking to Amanda and after looking at the "Worst Pickup Lines" list, Max asks Safi for assistance, with her response being, "Are you a campfire? Because you're smokin' hot and I want s'more".

After you return to your conversation with Safi, Moses then enters the bar and sits with the girls. Safi mentions that the three of them should hang out more and Moses brings up that there's supposed to be a meteor shower that night that he's supposed to conduct research on and invites the girls to do it with him. Safi gets excited and goes to buy an expensive champagne with her mother's credit card.

Out on the observatory, Safi asks Max what she would do if the world was ending in 24 hours and they (plus Moses) listen to music and drink champagne. Max learns that Safi has good news, but is unwilling to share it. After getting a bottlecap from Moses and succeeding the bottlecap game, she prys Safi's good news out of her. When she reveals that thee's a publisher who's interested in reading her poems, the two share a hug. Then, Safi gets a call and leaves the observatory to take it and Max later follows her. When Max gets up on this hill near the observatory, she finds Safi dead in the snow.
When Max discovers her newfound time powers and learns she can cross over to another timeline; a timeline where Safi's alive, she crosses over and hugs Living World Safi.
Chapter Two: Penumbra[]

Max is talking with alt!Safi and alt!Yasmin at The Snapping Turtle and later learns that someone vandalized Safi's car.
Chapter Three: Spin[]
Safi shapeshifts into Amanda trying to learn why Max was talking to her mom. She learns that Max is trying to learn more about her past, specifically with Maya Okada, and gets mad at her. She later shapeshifts into Max to break into her house and find information but the real Max finds her. Safi manages to run away from Max but she eventually catches up and end up falling from a short cliff onto a frozen lake. The ice beneath Safi breaks but Max helps her and transfers the broken lake from the Living World to the Dead World. It's revealed to Max that Safi is a shapeshifter.
Chapter Four: Diptych[]
Back at Max's house, her and Safi reveal their past to each other; Max opens up to Safi about Arcadia Bay/Chloe (depending on whether you play Bae timeline or Bay timeline), and Safi opens up to Max about her dad leaving her and her mom and the amount of pressure her mom put on her, leading to Safi getting her powers. Safi also reveals that Lucas was the reason for Maya's death due to him plagiarizing her work into his famous book. Upon learning this, the girls figure out a plan to expose him at the Krampus party. They can get both Dead and Living World Moses, Vinh and Gwen (determinant) in on it. After Vinh (and Gwen's) unsuccessful attempt(s) to deface and expose Lucas, Safi will ask Max if she should go up on stage as herself or as Vinh. Regardless, the plan is a success but Lucas pulls Safi aside to tell her the real truth behind Maya's death; that her mom was the reason behind it and Lucas was only a part of it. This leads to a freak storm (possibly caused by both Max and Safi) and Safi holding her mom at gunpoint using the gun Lucas originally had before Max found it and gave it to Safi. Max can find Safi on the hill (where Dead World Safi died) and either rush Safi or try to talk her down. Regardless, Yasmin still gets shot and Safi's powers start to get out of control. Max goes back in time to when she held Safi at gunpoint.
Chapter Five: Decoherence[]
When Max successfully goes back in time via the photo, Safi begs Max to shoot her to end the storm, but Max refuses and enters the storm with Safi. They separate for a while but eventually find their way back to each other, and are still stuck in a time void due to a small piece of Safi still being embedded in Max, but, unlike everyone else who was under Safi's control due to her powers going haywire, it doesn't hurt Max. Safi says that she doesn't want to remove it, but she does have to. After Max takes a double exposure selfie (wink wink), they are finally out of the time void and in a timeline where both the Living World and the Dead World are combined. Safi says to Max that she wants to find other people like her with powers and asks if Max will stand by her when she comes back. If you agree, she'll give you a hug and leave (she leaves regardless).
Fanon[]
In some ways, this ship is pretty popular among the Double Exposure fandom (which is so very little..) possibly because of how much chemistry they have than Vinh and (arguably) Amanda had with Max. Besides that, they are also shipped together because of the amount of implication/hints that they do have feelings for each other. People also ship them because of the texts that Moses and Max have had prior to the game starting, such as her and Safi's "top-secret photoshoot", Max and Safi being on a trip (without Moses) and him commenting that they are good for each other. Not to mention, Safi's invitation for Max to join her and her mom (who is also Max's boss) for dinner, while this can seem somewhat normal, it seems a bit formal to ask a "friend" to have dinner with your parent(s). There is also a scene where Vinh mentions to Max about how he was jealous of how both Safi and her mother, Yasmin, seemed to be obsessed with Max. When Max admits to playing Smash or Pass with Vinh, Safi gets excited and asks if Max smashed her, which seems like a pretty odd thing to do for just best friends.
