Ibuki and Tenko are from two different entries in the series, and thus have never interacted in canon. However, they do interact a few times in Ultimate Talent Development Plan.
During the summer sports festival, Tenko participates in the three-legged race, and decides to prep herself by listening to the cheers of the girls in the audience. Ibuki is impressed by Tenko's energy, and begins cheering her on, and wishing her luck. Tenko thanks Ibuki, and says that her cheers are the best. They continue to hype each other up, until everyone told them to shut up.
Towards the end of the year, Tenko finds Ibuki after hearing something loud, and Ibuki wishes her a merry Christmas. Tenko does the same, while commenting that she is energetic as always. Ibuki says that she is especially excited because her class is having a Christmas party, and Tenko says that she would like to have an all-girls Christmas party with Himiko Yumeno too. Ibuki then asks Tenko if she has any plans for the day, and Tenko answers that she will be attending Himiko's Christmas magic show. Ibuki says that sounds fun as well, and wishes she could go too, but is already booked solid. Tenko expresses sympathy for Ibuki, and promises that she'll let her know next time. Ibuki says she'll definitly go then.

The ship likely sailed due to both characters having many similarities. Both Ibuki and Tenko are known for their hyperactive behavior, impulsiveness and doing their best to encourage others in their own way. They are both also strongly implied to have an attraction to people of the same gender, which also helps with their compatibility.
Just like many other cross-ships in the fandom, the ship is not very popular. While some fans do enjoy the dynamic between both characters, most do not prefer the ship over their main ones, Band Aid and Tenmiko.

- Both were the sixth person to die in their respective killing games. Additionally, they were also the second victim of a double murder case.
