WinterUnderwood is the het ship between Bucky Barnes and Dottie Underwood from the Marvel Cinematic Universe fandom.
Canon[]
Bucky and Dottie have never met, but they are part of the same universe and share ties to the Soviet Union with Bucky being the Winter Soldier and Dottie being a precursor Black Widow. Although they haven't met, it isn't unlikely that Dottie hasn't heard of the Winter Soldier. In fact, Bucky had previously met a redheaded girl named Dolores who preferred to be called Dot. With Dottie's skills learned as a Black Widow, this could have possibly been her Bucky and Steve were referring too. It is uncertain though and only fan theory.
They both share similarities: Dottie was orphaned and trained in a program that was implied to be the Red Room. At a young age, they trained her to become an assassin by brainwashing and indoctrination. Bucky was picked up by Hydra and turned into the assassin, the Winter Soldier. And while Bucky is best friends with Steve Rogers, Dottie is frenemies with Peggy Carter who has relations to Steve as well. Both Bucky and Dottie have also had Howard Stark as a target at some point with Dottie using him for information and Bucky assassinating him for the Super Soldier Serum.
Both characters have also shown a fear of the organizations they work for and a desire to be free of them with Dottie afraid of going back to Leviathan and Bucky terrified to end back up in Hydra's clutches, resulting with them going on the run. Dottie and Bucky were also born around the 20th century and would be close to the same age. While Dottie's whereabouts are unknown since Agent Carter was cancelled, Bucky is alive in the 21st century and has broken free of Hydra's control. It isn't impossible for there to be another reference to Dottie. Both Bucky and Dottie could have possibly met while working for their organizations on a mission too.

Fanon[]
This ship is rare as they have never met and Dottie is not that well known. However, some fans believe they are similar to WinterWidow and think they would be a good pair because of their shared similarities with each other. This ship first started by a line said between Bucky and Steve in Captain America: Civil War when they were reminiscing about old times where Bucky tried to impress a redhead named Dolores that he called Dot and they both implied she must be around their age now. Since the movie came out a year after the first season of Agent Carter aired and right after it's second season finished, some fans believe this was a reference to Dottie herself, implying something shared between them.
It is a popular idea in fan works that Bucky and Dottie met when she was undercover before the war, and once Bucky became the Winter Soldier, they begin to work more closely together on missions. Overtime, they begin to break down each other's brainwashing programs because they come to care for one another. Sometimes it is explored if Dottie is put under Cryostasis with Bucky or if she aged when they met in modern times.
For some fan works the idea of Bucky and Dottie trying to help each other cope with the 21st century is a popular route to venture. It is believed they can be moral chains for one another, helping each other break free of the mind control and live their lives the way they want to. This leads to Dottie working alongside the Avengers with Bucky.
