Yuri Briar is a sub-lieutenant of the Ostania secret police who wants to capture Twilight. He is the younger brother of Yor Forger and brother-in-law of Loid Forger, who is actually a Twilight. Chloe is an officer of the Ostania secret police and a colleague of Yuri Briar. Six years before the start of Operation Strix, Chloe attended a college in Ostania. While she was there, she met the 14-year-old Yuri Briar, who suddenly appeared without even completing high school. Chloe would witness Yuri's eccentric personality, from his rudeness towards their classmates, his self-destructive work ethic, and his obsession with his older sister Yor. After college, Chloe heard that Yuri got into government work, and when she joined the SSS, she was surprised to learn that he had done the same and was now her superior officer.
Chloe debuts in the mange when Director Wilker orders an emergency summons with her being present during this meeting, standing behind Yuri and once the meeting ends, Chloe, alongside Yuri, the Lieutenant, and another officer, arrive at Shellbury. Later, as Yuri goes down the sewers after getting a lead on Twilight but does not send out any signals, prompting the Lieutenant to search for him with Chloe. They find Yuri beaten and unconscious, and Chloe tries to wake him up. Upon awakening, a delirious Yuri mistakes Chloe for Yor and goes in for a hug. Surprised and flustered, Chloe chops at Yuri's head while yelling that she is not his sister, and the Lieutenant tells her not to injure him any further. As Yuri and the Lieutenant catch up on their current situation, Chloe wraps her arms around herself while huffing to herself. The Lieutenant decides to go after Twilight on his own and orders Chloe to bring Yuri back to the surface for medical treatment. As Chloe helps Yuri walk, she tells him that, for a moment, she thought he was really dead. Yuri curses Twilight and swears to continue chasing after him once he is out of the sewers, but Chloe refuses, saying he would only get in the way with his injuries.
Few days later, Chloe arrests Bobby Bockle of the Chicken Circle and takes him to headquarters for interrogation after believing he matches Twilight's arm injury. However, she is surprised when Yuri and the Lieutenant dismiss her suspect after she shows him to them. Before leaving, the Lieutenant orders Yuri to help Chloe with the interrogation. While interrogating Bobby, Chloe notices Yuri taking out his frustrations on the suspect. After Bobby reveals the location of the Chicken Circle, Yuri and Chloe head out to investigate the base together, with the latter driving them there. During the drive, Chloe inquires Yuri about his recent mood. While they talk about Yuri's ongoing behavior since their college days, he suddenly hides himself in the car, having smelled Yor and heard her footsteps nearby. As they drive past a crosswalk, Chloe sees Yor and is creeped out by Yuri's ability to sense her. The two begin to argue about making up an excuse if Yor saw them, with Chloe suggesting that Yuri could have said that they were lovers. Yuri refuses the idea, saying that he could never do that to the woman who set aside her own happiness for him. Not having little brothers of her own, Chloe is confused and says that she would want Yuri to find happiness if she were Yor. The pair arrive at the Chicken Circle's base. Before Chloe can attempt a reconnaissance trip, Yuri charges in alone, despite her protests. After listening to Yuri's fight with the men inside, Chloe enters the building just in time to save Yuri from being stabbed by disarming and defeating the attacker. Chloe slaps some sense into Yuri and admonishes him for his recklessness, reminding him that people like him can die. She asks Yuri how Yor would feel if he died and points out how everything he says he does is all for her, calling him a self-serving hypocrite. Chloe then expresses her admiration for Yuri's fortitude but says that it leaves him blind to too many things. Yuri apologizes, and Chloe does the same, realizing she went a little overboard in getting her point across to him. Chloe tells Yuri that the way Yor supported him might seem normal due to their time together but says there are other ways people can support each other. She instructs him to take better care of himself and be able to prove it to Yor. To her astonishment, Yuri concludes that he must improve his defensive skills in evading and blocking.
As springtime approaches, Chloe, Yuri, and the Lieutenant are busy with interrogating a recent wave of extremist prisoners. After interrogations, Wilker invites the trio out to have steak together at night to celebrate Yuri's fight with Twilight. Much to Chloe's shock, Yuri declines the steak invitation as he has a date in the evening, though the Lieutenant correctly guesses that it will be with Yor. Later that night, the SSS officers go to a bar to go drinking. After Wilker leaves, the Lieutenant calls Yuri at his apartment to invite him out for bar hopping with their fellow officers. He also jokes that Chloe misses him, which she denies in embarrassment.

The YuriKuro came to be after the introduction of Chloe in the manga and was a relatively big ship in the fandom right away, especially popular among the opponents of Yuriona ship. One of the most common plots in fanfiction is that Yuri, after falling in love and starting dating Chloe, starts moving on from his sister complex, becoming less obsessive and possessive towards Yor and even becoming friendlier with Loid and Anya, treating them as part of his family. The shippers point out that Chloe can help Yuri improve as a person, with all the advices she gave him so far and she's not afraid to call him out on his actions. The ship's main rival is naturally Yuriona and is commonly shipped alongside Fionky.

In the SPY x FAMILY Exhibition Official Pamphlet, alongside some of Yuri's prototype sketches, is a low-quality drawing of a female character, labeled as "Yuri's Girlfriend?". Other than that, the character is described as "having a one-sided crush on Yuri", "Loid finding her weakness and using it", and "becoming Yuri's weakness". There's a possibility that this was the Chloe's prototype, as it seems to have similar bangs to her and it also aligns with her currently being implied to have a crush on him, which is only one-sided from her side, so far.
Chloe, along with Yor, Dominic, the Unnamed SSS First Lieutenant, and Director Wilker, is one of the very few characters in the series that has somewhat positive relationship with Yuri, by managing to tolerate his thorny and rude personality that throws off people, even stating that she respects him for his toughness. Yuri likewise seems to be positive towards her.
